if set for long time without running, needle valve in carb could be stuck shut, and gas completely evaporated out of carb. I"ve had this happen on farmalls. Check to be sure the gas is actually getting into the carb. Make sure you set points & plugs to proper clearances. Make sure your cap is the right one (exactly like the old one, only new). Wires on right with correct firing order. Make sure throttle is atleast part way open. If you been messing with it trying different things, you could of also flooded it especially if you done some choking.
