7140-Case-IH inj.pump.problems..Help

I have a 7140 that will not keep running when I idle the motor down. It runs perfect at 1/3 throttle and above but get below that and the motor shuts off,no sputtering or missing out just shuts off. Only way to start it back up is with either and keep it running on either till it get RPM's up to about 1000 then it runs fine.It is geting good supply of fuel to the pump,fuel filters are clean.It doesn't matter if engine is cold or hot I have to use either to start it and get the RPM's up before something in the pump opens up and then she runs fine,but won't idle down without quiting. The electric shutdown on the pump is working fine I even unhooked it and held the shutdown lever to fuel on position,still had problems, I have some knowledge of injection pumps and have worked on Roosa's and Minnemic on Duetz which looks about the same. So i was hopeing someone might steer me in the direction of where to look for problem in this Bosch pump.I am not afraid to open it up and would like to learn more about the internals of this pump. Any help would be appreciated.
