Kubota L210 won't start

I tried to start my L210 this morning, but my glow plug indicator did nothing. It did not turn orange or get hot. The battery is good. The tractor turned over just fine. Since it is cold here (in Ohio), I need the glow plugs to work. My questions is this: Does this normally indicate that the glow plugs are bad? Or should I check electrical wires? I did a quick scan on some of the wires and found nothing. Another question: Does a block heater do the same thing as the glow plugs (as far as pre-heating the tractor)?
