I think that tractor has a hydraulic pump in the transmission housing which is run off the independent pto mechanism. It should run whether the pto lever is up or down. If the hydraulics are not working it's possible the clutch is bad. That tractor has the 2 faced clutch arrangement like a lot of older MFs, some Fords, and others. The clutch disc that wears out is usually the one that pulls the tractor not the pto. To check for worn clutch, put pto gearshift lever in gear, engage pto clutch(engine running), put tractor in gear and let foot clutch out. A worn clutch will jerk badly. KEH
