recharging A/C is not only about filling the system, if the system has leaked empty, you have to get the air ( and especially any moisture in that air)out of it first, and that is going to need a vacuum pump for 20 to 30 minutes, air in the system will cause it to not cool (and the moisture will freeze inside as well as cause acids and rust in the system), even with refrigerant mixed in it, also, if a line blew, some oil will have leaked out, so it will need to be topped up as well(special oil)
