Take the top cover off the transmission. You will see the shift rails and the notches in the fork on the rail where the levers engage. With a prybar, move the rails so that the notches in each fork are aligned with each other, side by side. That ~should~ be 'neutral'. Replace the cover making sure that the levers are properly engaged in the fork. That should get you mobile. However..................... if it's locking in gear or going into two gears at once you probably have worn shift levers or forks (or both) and possibly some bad detent balls/springs that should prevent two rails from moving at the same time.
