Yes I agree, it is obviously a tank venting issue,not a filtering issue. As the fuel is leaving the tank air is not been allowed in causing a vacuum which is why the fuel tank is sagging down We had the same thing happen to us many years ago on a MF 168. The engine would begin to falter as if there was a filter blockage, as soon as you loosened the filler cap the air would rush in and the engine would pick up again. replacing the fuel cap solved the problem instantly.
