Rock harvester!

We have a very large roping arena that unfortunately continues to grow rocks at an alarming rate---size anywhere from 5 inches diameter and down. Not good for horse feet.
Since no one wants to come and 'pick' them I have been trying to find out if there are any implements available that might do the job. Only suggestion I have been given is a 'potato picker' which sounds great but I've never seen one. We disc when we can but the rocks just keep on popping up. Arena is too big to dig out and re-fill ($$$). Harrow doesn't work.

We own a small tractor (NH 1720) but could have use of much larger JD.

Any wonderful suggestions?
