Kubota surging

I have a Kubota T1760 which has a problem. It does not run smoothly. It surges when the mower is not engaged. It will run well with the mower deck is engaged but it runs out of fuel after operating awhile. Sometimes it will stop after a few minutes while other times it will run for an hour or more before quitting. It wilstart and run on choke but only for on choke. After it cools it will run again until it quits. Any help will be welcomed.
