Where are you at exactly? This all depends on how old or used a tractor you're willing to buy. You could go old-school with a Ford 8N or NAA or a Massey Ferguson TO-35. All of which are excellent small tractors in the 20-30 HP range that can handle any standard 5FT shredder or 6FT blade/box blade. There are many of them that have been redone and are in great shape that are sitting on the roadside, on peoples lots, or outside their shops for sale and priced reasonably. Newer? How about a MF 231 or 251. They are 35-45HP tracors that are great for any small job and you can mount any modern front loader on them no problem. You might look at the Ford/New Holland -10 and -30 series of the late 80's and early 90's. Very simple, good tractors ranging from 40-90HP. No offense to anyone, but notice I didn't mention John Deere. If you are new to tractors and such, don't just run out and buy a JD because you've heard the name. They are okay, but nothing special and you'll just end up spending more money than you have to because you are buying the name. Good luck.....
