1750Oliver

Just got 1750 that was just overhaled (less than 1000hrs ago) and the injection pump was rebult but it still pumps raw fuel out the exaust. the only other thing is its not geting up to operating temp. Like the thermostat is stuck open could this cause my fuel problem
I can't find one cylinder that is missing when I losen the injector lines
