JD 4500 w/ Power Reverser Transmission

I purchased a JD4500 in February '00. The Power Reverser transmission is nice except that it does not hold the tractor in place when the engine is shut off. This leaves all of the holding power up to the hand-operated emergency brake. The brake is not capable of holding the tractor with a small load on any kind of a slope and has nearly resulted in someone being run over when the brakes slipped. Has anyone else had this problem? I noticed that the current models now have foot-operated emergency brakes. This seems to be a large safety issue. Any suggestions on how to fix the problem?
