Kubota L295DT 3pt hitch height adjustment

I'm new to this so have mercy. I have a scraper blade attached to the back of my machine and I would like to use it to spread top soil. My problem is getting and maintaining the proper height on the blade. I can get it to go up and down and get some height adjustment but I cannot
get it to fine tune. What I mean is it doesn't respond when I try to adjust while moving.

Is there some type of calibration that needs to be done. I noticed that there are scale markings that go along where the levers ride.

Any and all help will be greatly appreciated.
