does your tractor have alot of hours on it?. Any tractor doesn't like to work, just like you and I, when its cold out. And they all run rough for a few minutes while the engine warms up, especially older engines with less compression and they also are harder to start. If you heat your shop you will never have any problems. Also look at your spark plug(s) and wire(s) to make sure your getting a good spark, I have a big ol' bolens here that also started hard and I found out that it had only 1 cylinder firing because the plug wire was all shot so that the juice was traveling on the outside of the wire on the case instead of inside the wire. I was able to touch the coating of the wire on the plug top and make the cylinder fire,LOL.
