Satoh 3-point hitch drops

I have a Satoh Buck S-470D, 3 cylinder diesel compact tractor. The 3-point hitch raises just fine, but will not hold an implement up unless the flow control knob is turned to the locked position. This flow control knob is used to adjust the down speed of the implement, the farther it is turned from the locked position, the faster it goes down. The hydraulic control lever doesn't stay in the nuetral or hold position, it just falls to the down position and therefore the implement goes down also. I can't seem to find why the hydraulic control lever falls to the down position. Any help will be greatly appreciated.
