Anything with a HP rateing of 20hp should handle a 4 foot "bush hog" style mower and Boxblade, 5 foot if you don't get rambunctious and the grass is not too high or thick.
Both flail mowers and finish mowers are great but require a bit of extra maintenance over a "Bush Hog".
Flails on the flail and belts and 3 sets of blades on the finish mower.
Neither will preform well in high grass, thats "Brush Hog" work.
I would go with a flail mower myself but thats more a personal preferance than anything. Flails are a bit more expensive to purchase than finish mowers.
As for what tire to go with, Turf tires are great for keeping trax out of your yard but do not provide as much traction as a ag tire.
A possible compromise is industrial tires. They are a middle ground between turf tires and ag tires. A reasonable amount of traction without the agressiveness of an ag tire.
Talk to the dealor to get a feel on what will do the best job for you.
Now for the tractor question.
There is something known as Grey Market tractors.
I would advise to stay away from these.
These are tractors built by mostly Asian countries for Asian Markets but they have been imported to the USA.
They are generally pretty good little tractors for the money BUT it is hard to impossible to get parts for.
As a dealor even I can't get parts for some of these and I have generally better connections than the general tractor public.
A pretty easy way to pick a grey market tractor, not 100% but generally, is a grey market tractor will be new or almost new but may not have ROPs, Roll Over Protection.
All new tractors are required by the goverment to have ROPS.
I would stay with a brand that you have a reputable and established local dealor for and a good supply of parts/service.
A visit to there shop will give you an idea if you want to do business there.
