A finish mower will leave you a nicer job once the mowing is done, but the flail will cut tall grass faster. My choise for tall grass is a brush hog (rotary mower), and for a lawn a REAR discharge finish mower. Woods brand has been best for me. I wouldn't buy a tractor for mowing that didn't have "live power".
