Is the exhaust smoking at a good pace? If so try placing an ohm meter on each of the glow plugs but first you must remove the buss bar. Use a digital because your spec. is around one ohm. If they are fine I would try replacing the fuel filter and then check the valve lash on the rocker arms. If you have an air leak in the fuel system the only easy way is to put in clear fuel lines where ever possible I.E. return and supply to determine ar which point the air is being introduced to the system.
