Check the throttle linkage to make sure the throttle shaft is being moved all the way (at the pump). You didn't say if anyone had checked anything yet, so start with the simple stuff. An easy adjustment may cure it. Very few tractors that run excellent except for a below spec high idle speed need pump or injector work. I work on New Hollands for a living, but an L2950 GST is too nice a tractor to walk away from without a little checking out.
