Century 2035 Fuel Filters

The fuel filter under the tank is impossible to assemble with the original "O" ring which looks new. Do these rings swell up and grow?

The New paper element I got from my dealer for the under-hood filter will not fit into the bowl because it is very slightly wider than the factory one.
Can I replace one or both of these with filters from VW Rabbits or other popular diesel cars?
