That is not the actual fuel filter but a course pre-filter and water trap.
This screen inside the bowl is washable and not need replaceing till it is damaged or worn out.
Just clean out the bowl with a soft rag and then blow out the filter with compressed air or wash with mineral spirits.
The fuel filter you will find up front on the right side.
Consult your owners manual or dealer for more info.
As far as the O-ring it should compress when the nut on the bowl is tightened and create a tight seal.
If it aint leakin' when the fuel is turned back on then it is probably sealed.
