brush hog (howse)

i purchased a new brush hog and i am pulling it with a john deere 3020. when i engage the pto to start the brush hog, it turns well. as soon as i start on short weeds, say 1 foot tall, it slows down and basically stops rotating. do i need to pull the brush hog in a certain gear? i am in need of clearing some weeds real soon. can anyone help? thank you.
