You might if the tractor has enough power at half PTO speed. There is always the danger of forgetting about the half speed (or a uninformed helper?) and setting the tractor to the PTO line on the tachometer. You'll only do that once, likely you will be picking pieces of chipper out of the neighborhood for days. Better to have a chipper with 1000 rpm gear box. It will last longer.
Most tractors aren't rated for load at the half PTO speed so it is less likely to have enough power to drive the chipper, and that is in the lugging range of engine speed so it can be harder on rod bearings to demand it supply power at that slow speed.
