compact sled pullers

Anyone know where I pick up rules and reulations on CUT sled pullers? I took in on trade a Satoh 1510 D. It's one that I sold a LONG time ago and the people worked the pee-geebers out of it and blew rings on 1 of the pots. But it's still a gorgeous little CUT. I did all the body work and paint on it before I sold it. Luckily they only mechanically abused it. So I'm thinking it would possibly be a good candidate for compact sled pulling after I rebuild it. But I need rules and regs to find out what my limitations are. That and I need to know if there are any local clubs, I'm in SW Washington, Just North of Portland Or.
