My tractor has only the 540 speed, but the tachometer is graduated in PTO RPM as well as engine RPM. My engine will run the PTO up to a bit over 700 RPM. Perhaps other tractors are similarly marked on the tach. I must confess that my 6" cutter certainly does do well at about 650 RPM on the PTO. I would think that the 1000 RPM PTO tractors would run well enough with the PTO at 540, that is more than 50% of rated PTO speed and probably more than 50% of full throttle RPM, but it would be important to know at what engine speed that 540 PTO RPM is achieved.
