1715 pto HELP!

1997 New Holland 4X4 with 406 hours.
Clipped a field yesterday and no problems. I went out to do some finish mowing and the PTO will not turn.
Output shaft is free with pto disengaged. No unusual sounds when turned by hand.
I can feel the detent working when pto lever engaged and disengaged. Oil levels perfect and clean.
I do not have the $109.00 repair manual yet, so I have no idea how the guts are arranged.
Does anyone know how it is designed? Tractor has three transmission ranges with three forward gears. Pto is not independent. Likages apear perfect.
