The 1715 should have a transmission driven PTO with a single stage clutch, which engages the transmission and PTO simultaneously. The PTO lever engages a sliding hub which completes the power flow to the output shaft. There is also a sprag which serves as an overrunning clutch so high inertial loads from the PTO won't drive the transmission when you want to stop. If the clutch is OK (tractor moves properly), suspect trouble in the area of the sprag or sliding hub. Likely the sprag unless you have been grinding the sliding collar to engage the PTO. Remove the seat and hitch cover to access both.
