Probably a shorted glowplug. Also could be a shorted component in the glowplug circuit, or busbar between the plugs. Find the wire that feeds the plugs, remove it, make sure it does not ground to the block and switch on the plugs. If the fuse does not blow, check the plugs individually with an ohm meter. Should be .9 to 2 ohms from terminal on plug to ground, depending on make & model. If the tractor has any age on it, change plugs as a set.
