Long 460 Hydraulics

I'm working on a Long 460 that is "hiccuping" on the lift arms. I have cleaned the strainer, changed the fluid, and replaced the seals on the lift piston. I have also checked the pressure and flow at the remote outlets, both are good. When the lift is raised, it will leak down about 2" and then raise to the original position, it will do this 5-10 times then stop. The amount of correction decreases each time. The arms will leak down 2" when the engine is stopped and then hold overnight. Does anyone have any ideas? Thanks!
