cummins engine info

I have a question for all you Cummins Mechanics out there.
I have a Versatile tractor with a Cummins 504 engine, that seems to be not firing on one cylinder, as the exhaust manifold stays cold at that one port only.
I need to know if there is any procedure which could help determine if this is a fuel injection problem or a low compression problem.
I have checked the valve clearance and the injector push rod adjustment so they are OK.
The engine uses very little oil, but does throw lots of blue smoke when first started. I have worked this tractor at least 100 hours or more, since I first noticed this problem.

Any thoughts on this would be appreciated, guys,
