Long 460 Lift

I recently purchased a Long 460. It had a backhoe attachment that I use frequently, but I also need to bush hog so I took the backhoe off and found that my lift doesn't work. I can raise the lift by hand, it offers no resistance. In looking for the possible solution I took the seat off and looked in the housing beneath the seat. It seems to be a reservoir, if this is the case I may have discovered the problem because it is empty. I wonder if anyone has knowledge of this.....If I fill the reservoir will my problems be solved? What else might I look for?
