you probably have a leak at he transmission pump circuit. the difference in system behavior between loader and scv to rockshaft is probably because the return oil from the loader and scv flowes back to the main pump and together with the small flow from the transmission pump prevent 'starvation',chatter and reduced flow, while the rockshaft is a single acting cylinder with no return flow to the pump and hence the starvation.
