Have been using an old Brady flail mower (cornstalk chopper) for many years to mow tall grass and weeds up to six feet tall. There is no need to remove the clippings ever and the area can look almost as good as if it were mowed as a lawn. Small trees are also no problem with this mower.
Almost any flail mower can do a good job in tall grass. You will get a finer cut with a flail mower that has many small knives. The Brady type flail mower with fewer heavy knives will be more rugged and will be able to handle small trees but will give a coarser cut.

A compact tractor with three point flail mower would be fine but the mower might not have heavy enough knives to chop up small trees.
A used farm tractor and used flail mower might be less expensive.
I don't know what you are referring to with "collector/flail mower". A good flail mower will chop the grass/weeds into such fine pieces that there is never any need to remove the clippings. There are some flail harvesters that chop the grass only once and discharge it onto a wagon pulled behind. This is surely not what you should be doing unless the grass has a lot of feed value for animals.
