If you dead head one valve and the other one works fine then you eliminate the possibility of a restriction. I had a 6400 that had a broken shuttle valve, still in place, but in 2 pieces and not checking the flow of oil. Since your rockshaft works fine, the posibility of an internal crack in the priority valve or hitch valve is unlikely. Good luck.
