When I first read your post, my first thought was the shuttle valves that David was talking about. If you dead head one valve and the other one works fine then you eliminate the possibility of a restriction. I had a 6400 that had a broken shuttle valve, still in place, but in 2 pieces and not checking the flow of oil. Since your rockshaft works fine, the posibility of an internal crack in the priority valve or hitch valve is unlikely. Good luck.
