I have a similar problem with my 2940. The hydraulic has 3000 psi static, however the pressure for the PTO clutch is only 20 psi. The transmission pump pressure is 140-180 psi depending upon RPM. When I drained the hydraulic oil and took out the transmission screen a white plug looking piece of plastic came rolling out ...bad sign. Looks like a case split to me.
