Fluid in Tires

I bought a 4630 at an auction this fall. The other day I noticed one of the rear tires was a bit low but when I took the valve cover off fluid ran out.

I have heard of that for ballast but never had it on my tractors. I pulled up so the valve stem was at 12:00 thinking I could just put some air in there but when I removed the cap more fluid squireted out!

I am not sure what to do? Any input would be greatly appreciated!
