I am a long way from Oregon and don't know what your sage brush looks like. My only question is can they simply be cut with a rotary cutter (brush hog). I mowed down a lot of cedar (or maybe juniper, never was sure which was which) on my place. Some of these were taller than the hood of my tractor (JD 950, 27 pto hp). On the larger ones, I slowly backed into them so that they would not drag under the tractor going in forward. Smaller ones I lowered my FEL and pushed them down and mowed over them. Once mowed down, they never came back.
