We have seen those bolts break quite a few times on 4020 loader tractors that are used in the bitter cold. I think the shock loads placed on the filter housing, and, therefore, the bolt, by hydraulic surges as hydraulic functions are cycled fatigues the bolt to the point where it breaks when a large pressure surge hits the filter cannister.
