IH 966 - Starter?

When I tried to crank my IH 966 yesterday it turned over a few times and then quit. I don't use it very much and the batteries were low. But, there was a noise that sounded like something kept turning or spinning after I took my finger off the starter button (not the engine--but something else). Would this sound be the starter? Could weak batteries cause it to make this sound?
I am going to charge the batteries and then see what it does? I am just wandering if the starter is getting bad?
I would appreciate your feedback if you have an idea of what this might be.
