IH 1486 Air Conditioner

I recently performed a retrofit to the airconditioner on my International 1486. I have not owned the tractor for that long so I am not sure how cool the air conditioner would get when there was R-12 in the system. I reclaimed the all the R-12 in the system and held it under a vacuum for a little over an hour. It pegged the gauges at 30 inches of vacuum and it would hold it for over 5 minutes without the gauge moving, so I don't think it has a leak. I then refilled the system with 4lbs of R-134 as was recommended by my local IH dealer. IT cools some, but not enough in my opinion. At the vents there is only about a 5 degree temperature decrease when the A/C is on. Can anyone out there tell me if this is normal, and if not any idea what is wrong. I would be interested to know how well they are supposed to cool, how much R-134 it should have 4lbs seems high to me, but I am used to working on automotive systems so any information would be greatly appreciated.
