AC5040 steering leak HELP!

I've had an AC 5040 for 6 years daily use,mowing, rakeing, feeding. It developed a leak at the boot on the control head to the powersteering cylinder. The boot had a cut in it that it was leaking from. I thought oil should not be getting into the control head so I put a seal kit in the cylinder. After installing boot still leaking. Is this boot a dust cover only or is it designed to hold oil?
