4840 no hydraulics

working on 4840 JD POWERSHIFT, when he brought it to me he had some steering, but when he got to the yard it just about didn't make the corner the steering was gone. put a flow-rator in the main line on the left side of the tractor and have 5 gallons flow, checked transmission pump, and all looks like new, the transmission light does go out when i start it, but if i put any restriction on the flow-rator i loose all my flow. have changed filters, checked sump screen and changed suction line oring on the right side all with no change. also checked all the valves on the left side and none of them are stuck.
